       MINUTES OF ANNUAL MEETING, JULY 7, 2018


​Meeting was called to order at 9:04 AM, with a quorum of 21 present, Erik LaBonte, President presiding.

MEETING NOTES

  • Treasurer's Report
    • Treasurer’s report submitted and accepted in hard copy by Susan Leavitt
    • Of note is that ten members to date have not yet paid their dues which were due June 30. Two reminders have already been sent out.
  • Dock and Reserve Fund:
    • It was clarified that the $25 annual fee and reserve is for major repairs. The $100 annual fee is for maintenance, minor repair, and pulling dock in and out seasonally. Rick Holley spoke to the significant upcoming needs of existing dock. This past season two poles needed replacement as the dock broke loose. The ramp and one float was replaced last year as well. Estimate given by John Hanson to replace two docks:
      • $30 per square foot
      • $500 to remove existing docks
      • Total cost approximately $6000
    • Rick proposed motion for one time assessment of $200
    • Discussion followed. Meb expressed concern regarding possibility of permit expiration. Erik will research this. Suzanne questioned how funds would be collected, as many members have yet to pay their dues this season.
    • Vote taken and all present approved one time assessment.
    • ACTION ITEM
      • Erik to draft letter to all members, send to Board for approval, and move on.
      • Members will have two weeks to respond. No response will count as affirmative vote.
  • Water Access:
    • Paul Carr began discussion of finding an easier way to access the water by use of a path. One of the ideas brought up was he idea of possibly using the land to the left of the existing three foot path (ROW).
    • Paul and other members will research this, as well as other possibilities.
  • Clean-up Day:
    • Fran Perry to organize a clean up day for common land areas. Annual spring clean up recommended, to include entrance and area across from Priscilla and Laurie.
    • Erik to notify town to trim trees extending over streets.
  • Common Area Maintenance:
    • Members to continue to care for common property abutting their land.

        • No one volunteered to serve on Board or assume Secretary position. It is the opinion of this Secretary that without commitment to the neighborhood in which you live, there is no guarantee that it will remain a desireable place to live. As conservationists say “special places don’t remain special by themselves”
  • Additional Items Not on Agenda:
    • Once again, a third vehicle is on the Boselli property. Priscilla will contact town hall and file a complaint.
    • Bob Cook expressed concerns about what to do regarding outstanding dues. Susan will send out a third reminder.
    • Erik reminded us that there is a website that we are paying for, and suggested that members might start utilizing. Bournepond.com
    • Reminder again to tell your guests to slow down on our streets.
  • The following changes in he neighborhood were acknowledged:
    • Sadly, Paul Buckley and Giovanna Morrissey have passed away this year. Donations were made in their memories. They will be missed by all.

MEETING NOTES

  • Discussion on the day, time, and location of the Association meeting.  To be set on July 7th at 9am.  Location will be at Rick and Joan's house - 25 Old Kenyon Rd.
  • Discussed the agenda topics for the association meeting.
  • Susan presented the budget for last year.
  • Recognized Paul Buckley's passing.  $100 donation to hospice sent in Paul's name.
  • Refresh contact list - Erik will take this on to start.
  • Lawn maintenance on the common areas will continue for now with residents and the board volunteering.
  • Lengthy discussion regarding the allocation of the additional dock reserve funds.  The decision has been made to leverage the fund for capital improvements at the board's discretion, with general repair and maintenance of the dock from the general HOA fund.
  • June 23rd designated for clean up/maintenance day.

MEETING NOTES

  • Joan has volunteered to take on the Secretary role for one year. This was approved by the Board.
  • As of current Treasurer's report, three families have not paid their dues for the 2017-18 year. There is $3451.45 of funds available today.
  • Joan made 3 phone calls and has one estimate in writing summarizing costs of surveying the 10 foot ROW that is owned by members of community. Proposal came to approximately $1500.00. Waiting for second estimate to come in. Paul Carr to draft letter to send to Association members explaining proposals - (please refer to letter for details)
  • Lengthy discussion followed concerning future kayak rack placement. Tabled until surveying is completed.
  • Excess rocks remaining from hole fill up will be used to fill gully created by wash-out across from O'Brien's house. Volunteers from Board will shovel at their convenience.
  • Landscaping - as of now Rick and Paul have been cutting land at circle and where needed. Hiring landscaper is currently tabled.
  • Poison Ivy - Rick and Erik to work on together to monitor and curb growth.
  • Priscilla called town to cut some branches on Central Street. She will call again to see if some of the branches on Old Kenyon can be trimmed.

  • Thank you to Rick & Joan Holley for hosting the Association.
  • The meeting was called to order at 9:05 a.m., with a quorum present.  Erik LaBonte, President, presiding.
  • The following members were in attendance:

  • The Treasurer’s report was distributed and accepted.
  • The Secretary’s report of the 2016 meeting minutes was read and accepted.
  • UPDATE ON DOCK:  
    • Rick Holley stated that Dock is now officially locked; keys have been given to all members whose dues were current as of 2016. A cover for the lock will be considered. A Pole has been placed for dock stability and more will be installed in the future.  
    • Poison Ivy found near dock stairs and gate has been almost completely removed; but caution is advised as some remains.
    • Another attempt will be made for full removal in the fall.  
  • Association easement in the circle:
    • A motion was made and seconded that the boundary markers be located for future use. It is thought there are three markers and two may be hidden. The Board of Directors will follow-up on this matter.
    • a Kayak Rack is being proposed for the 10’ right of way.
  • LANDSCAPING OF COMMON LAND, ETC.  
    • Volunteers will continue on an every other week basis for this season.
    • The Board will seek quotes from area landscapers for the future and this will include the fence planting area at the corner of Old Menauhant and Ennsbrook, and the corner at 27 Old Menauhant Road (for safety reasons.)
    • In the meantime, Joan Holley will continue to place seasonal plantings at the entrance rock..  Thank you to Joan and Fran Perry for your efforts!  
  • Unused Storm Drain:  
    • This will be filled in with gravel and job should be completed soon. 
  • Priscilla O’Brien will contact the Town Hall to inquire about trimming back the overhanging branches blocking driver view as they exit Ennsbrook Drive onto Central Avenue.  
  • PLEASE REMIND YOUR VISITORS AND GUESTS THAT THERE IS A SPEED LIMIT OF 20 MPH WITHIN THE ASSOCIATION!  
    • Vehicles have been observed speeding repeatedly, notably an SUV with Kayaks attached to the roof. 
    • THERE ARE YOUNG CHILDREN LIVING IN OR VISITING THIS NEIGHBORHOOD, FREQUENTLY ON BIKES.  PLEASE OBSERVE THIS SPEED LIMIT AND REMEMBER THAT THERE IS NO OVERNIGHT PARKING ON THE CURVES.

MEETING AGENDA

  • Erik LaBonte called the meeting to order at 9:07.
  • Rick Holley informed members that dock gate has been repaired and that a new lock will be installed shortly after Memorial Day.
  • All members whose dues are paid up as of 2016 will be mailed a key to this lock when the 2017 dues statement are mailed out by the treasurer, Susan Leavitt.
  • A seven foot pole was installed to stabilize the dock.  As the need arises for further replacements, the rest will be done at the same time.
  • Poison Ivy still needs to be sprayed and trimmed.  Erik and Rick will address this during the week of June 6th.
  • Landscaping of Circle, Cedar Fence and 27 Old Menauhant Road property (for safety reasons) areas:  three quotes will be sought to do this work.
  • Sinkhole to be filled:  Alex will get info on 2/3 yards of gravel or other suitable material to stabilize the sinkhole from becoming larger.
  • Joan Holley offered to continue seasonal decorations at entrance and at the cedar fence.  The Board has authorized a yearly budget of $300-$350.  The landscaping in general will be an agenda item at the annual meeting; including a cleanup of deadwood, etc. on common land.
  • The Secretary will provide a copy of Association by-laws to the new owner at 37 Ennsbrook Drive

2016 - October 16

Board of Directors meeting, October 16, 2016.  Meeting commenced approximately 9:08AM.

  • Susan Leavitt, Treasurer.

  • Priscilla O'Brien volunteered to take notes in the Secretary's absence.


MEETING AGENDA

  • Election of a new Board Member.
    • Alex Ibraghimov of 28 Old Kenyon Rd was nominated and unanimously approved as a Member of the Board.
  • The Dock Gate does not secure when closed.  
    • It was decided by the Board to add a lock and provide a key to all households whose membership is paid in full.  A lost key will be replaced at a cost of five ($5.00) dollars.  Susan Leavitt, Treasurer, will have extra keys.  A letter will be sent to all Association members regarding this matter.
  • Clearing of the three foot easement between Rubin/Pijar properties (2013 Annual Meeting).  
    • The board decided to table this discussion as this would be worked out between Mr Rubin and Mrs Pijar, abutters to the easement.
  • Future landscaping of common land.  
    • The board has decided that the common areas can be cleaned up by the board members closest to each section to save costs with everything falling under the purview of the Beautification Director, Joan Holley.
    • Spring clean up date to be determined.  Board members are gathering quotes on this matter with the hope that the costs will be offset by the landscaping savings.  
    • The overhanging pine tree branches at the Ennsbrook Drive entrance will be trimmed.  Mr Rubin will call the town to have the overhanging branches trimmed.
  • Sinkhole between O'Brien/LaBonte properties on Old Menauhant Rd.  
    • Laurie O'Brien and Rick Holley are gathering information on materials to fill the sinkhole and a date to do so.
  • Poison Ivy in Dock walkway/gate area.
    • To be cut back in November/December.  Paul Carr to organize this detail.  Rick Holley, Erik LaBonte, Joel Rubin, and Alex Ibraghimov volunteered to assist with the work.
  • Drainage at the catch basins.
    • Joel Rubin will contact Town Hall on this matter.
    • UPDATE (11/8/2016):  Catch basins have been cleared by the town.  Thanks, Joel!
  • Dues Increase to $125/annually.
    • The vote was finalized on dues increase and it has been approved by BPVA members to increase the annual dues from $100 to $125 effective June, 2017.  The additional $25 will be set aside and noted by the Treasurer on a separate line item allocated specifically to repair and maintain the dock and right of way.
  • Town Meeting warrent regarding Shellfish Program for Bournes Pond.  
    • Further information is forthcoming.

    • The annual cost for the Association website is $188.00.  The Board approved this expenditure.

2016 - August 27

Minutes of Annual Meeting of BPVA, August 27, 2016: The meeting was called to order at9:10am, with a quorum of 19 present.  Susan Leavitt, presiding.

 ATTENDANCE

  • The following were in attendance:  Erik LaBonte, Jacqueline Ellis, Susan Leavitt, Steve Barrett, Suzanne McDermott, Robert Cook, Marty Basis, Priscilla O’Brien, Laurie O’Brien, Betty Carroll, Priscilla Buckley, Paul Buckley, Lou Carbone, Paul Silk, Joel Rubin, Joan Holley, Rick Holley, Paul Carr, George Koufas, Carlo Morrissey, Ray Hustin, Fran Perry, Elizabeth Gelly
  • Welcome was given to new residents Glenn and Fran Perry of 25 Ennsbrook Drive

  • The Secretary’s report of 2015 meeting was read and accepted.  The Treasurer’s report was distributed and accepted.


OLD BUSINESS: 

  • Rick Holley gave a report on the dock repair and cost.  The Board received positive feedback from members on the necessity of this repair.  Within a few years, an upgrade will be necessary to outer floats determined not to need so at this time.
  • The Dock Gate is not being secured closed/latched.  Please ensure that users and guests do so.
  • Clearing of 3 foot easement between Rubin/Pijar properties (2013 Annual Meeting) was discussed.  The Board of Directors will evaluate this along with other common land matters.


NEW BUSINESS: 

  • THE ASSOCIATION HAS A WEBSITE…www.bournepond.com (Thank you, Erik LaBonte!)

  •  There is Poison Ivy in the area of the dock gate.  It will be cut down after growing season.


LANDSCAPING:  

  • The Board of Directors will look into prices for a fall/spring clean-up - removal of dead branches on the common land.  It is permissible for property owners to remove branches within common land that are hanging over their property line.  Branches hanging over Association streets are the responsibility of the Town.

 

  • Thank you to the volunteer(s) who cut grass in circle and at the curve on Ennsbrook Drive (for safety reasons)  The Board recommends that the Association continue to voluntarily cut these areas. A request was made to cut lower branches of Tree in Clrcle.   Thank you to Joan Holley for maintaining the entrance landscaping.  Joan would welcome additional help in the upkeep.

 

SINKHOLE:  

  • A SINKHOLE HAS BEEN DISCOVERED ON COMMON LAND BETWEEN O’BRIEN AND LABONTE PROPERTIES ON OLD MENAUHANT ROAD.

  • The Board will arrange for stone to be dropped in area and volunteers will shovel it in to sinkhole.

 
DRAINAGE:  

  • There has been an ongoing problem with catch basins.  The Board will contact Town of Falmouth DPW for assistance.  


 DUES:  

  • In order to have funds in Treasury for anticipated dock upgrade, a motion was made and seconded to increase annual dues from $100. to $125. in 2017.

  • Although all 19 attendees supported this motion, it will take 24 to pass.  The Board will look into this matter.


ASSOCIATION SPEED LIMIT:  

  • There is a 20 mph speed limit within Bournes Pond Village.  There is NO PARKING AT ANY TIME ON THE CURVES.

  • Suzanne McDermott has resigned as Treasurer.  Thank you Suzanne for your service!
